Personality:
Starscream is very much only out for himself. He couldn’t care less what happens to anyone else, as long as he has the potential for personal gain. His ego is far too massive for him to even consider the feelings of others, except in terms of manipulation. He truly believes he deserves a place at the top, ruling over the ignorant masses.
Starscream will employ nearly any tactic to further his goals, lying being one of the ones he’s not only fond of but marginally good at. His sycophancy could use a little work, but seems like it would be viable if you didn’t know him well. He also defaults to ridiculous fawning when he fears for his life or can’t think of any other way out of a situation.
This Starscream, as opposed to other iterations, seems the most aggressive to me. He has a lot more physical strength in this show and isn’t afraid to use it. It gives him more courage to go up against fellow decepticons and an utter lack of fear for autobots who are half his size. Coupled with the fact that he is gifted with an almost supernatural determination, this makes Starscream a tenacious if not formidable foe. It’s a good quality to have, considering how many times he has failed. Starscream’s impulsiveness causes him not to take the time to plan things out carefully, rushing headlong into dangerous situations.
Probably the scariest thing about this Starscream is that he seems to have no regrets. He never feels guilt over the things he’s done, no matter how terrible. It’s impossible to appeal to his mercy or hope that a conscience buried somewhere deep will somehow resurface. He does what benefits him the most and honestly has no problem with stepping on other people along the way.
Starscreams relationships are...difficult at best. He has a hard time caring about anyone besides himself, especially since there aren't too many people he would deem worthy of his attention. He tolerates his clones because they are pieces of him (even if they aren't all flattering pieces) and also because he believes they could hold the key to his eventual defeat of Megatron. Tolerating is different than caring about them though, as he happily blows two of them up without a twinge of guilt. He's more than happy to manipulate them into thinking he cares about their well being though, if it keeps them motivated. Megatron, on the other hand- has become somewhat of an obsession. What likely started as admiration for the Warlord has festered over the centuries, eventually twisting into jealousy and hatred. His defeat is Starscream's ultimate goal- to prove that he is better at all the things he once praised the tyrant himself for.
Strengths: As a robot Starscream had considerable strength and a pair of laser weapons. As a Phoenix I don't expect he'll retain either of those. He does have excellent flight skills so that seems like it would fit. It would be interesting if the sonic canon in his mouth carried over to some kind of horrible sonic bird screech.
Weaknesses: Most of Starscream's weaknesses are personality based. He is often impatient, which makes him too quick to act. His ego leaves him unable to see his own flaws. And being an opportunist and a liar means you probably don't have many friends. :{ And friendship is magic.

Listen up! [Starscream’s yelling a bit louder than he needs to into his communicator]
I know you clones are hiding somewhere on this planet! Don’t make me track your worthless afts down, because I can, and I /will/.
[His tone softens somewhat] You’ve been abandoned by the mech you threw your lot in behind. The mech you spurned my glorious leadership for. Well, I only have one thing to say about that.
[Dramatic pause.]
I told you so.
Fortunately for you all, I’ve found it in my spark to welcome you back into my army. Yes, yes- I know what you’re thinking. ‘What a gracious and merciful creator we have!’ It’s true.
Now get your exquisitely molded frames to my coordinates on the double!
Third Person:
Starscream sat back against the tall, spiky throne, stroking a claw slowly down the length of the armrest. So, this was how it felt to plant one’s aft in Megatron’s honored seat at the top of the decepticon hierarchy. For some reason he had been expecting something exciting to occur- like an electric jolt of power or the ghostly sensation of strength seeping into his limbs. He felt nothing. Nothing other than his back against the hard metal, made slightly uncomfortable by the high backing of the chair. It was very disappointing.
The view wasn’t any better. A huge empty room, decorated in steel greys and dark purples, utterly devoid of anything interesting. Starscream would have had the place littered with trophies and statues and spoils of war. What was the point of being a warlord if you couldn’t show off a bit? How could you impress your subordinates with such austere interior design tastes? But it made sense, really- Megatron was such a low class kind of mech. He’d never really left those mines- his own throne room looked like a dimly lit shaft underground. Granted, it /was/ underground at the moment, but that didn’t mean you had to embrace that kind of atmosphere in your decorations. The jet was lucky the room was so big or else it would have felt terribly claustrophobic.
That’s why I don’t feel anything, he thought to himself, standing up and staring down at the throne. None of this speaks me. This place is a relic of the past- just like Megatron. I must take it from him and then rebuild it from the ground up. Make it mine.
